What is a Special Utility District (S.U.D.)?
The purpose of a S.U.D. is to provide water to residents and businesses in a geographically defined service area. A S.U.D. is a tax-exempt, public body. Exempt from property taxes, sales tax, vehicle licensing, and lower interest on loans, The District does not have the authority to levy taxes, and must operate only on revenues and fees generated from the water rates.

Who governs Chisholm Trail S.U.D.?

Explain a C.C.N.?
The District provides water service under a Certificate of Convenience & Necessity #11590. The area is generally bounded on the east by IH 35, the south by the South San Gabriel River, the west by the Burnet County line close to Liberty Hill, the North by the Lampasas River. The area is approximately 340 square miles and the District has customers in Bell, Burnet and Williamson Counties.

Who runs Chisholm Trail S.U.D.?
Anyone who owns land in the District and is registered to vote in the District, has a chance to run Chisholm Trail. Chisholm is a non-profit government entity. It is not a corporation. It did begin as a corporation with members, but it came close to failing during the late 80's real estate crash. The District came into existence in 1992 and the elections are general elections held in May of each year. (You must submit an application to be on the ballot in March of each year.) Seven Board members are elected for three year terms with staggering terms. An Advisory Board, six people appointed by the Board of Directors, decides on the projects the District will undertake to improve or expand the existing system. This Advisory Board offers their advice to the elected Board of Directors. All together, thirteen different viewpoints and opinions are aired before an impact fee is set.

Does Chisholm accept credit cards?
Not at this time but we are exploring the possibilities of adding this as a convenient service. We are also considering possibilities of automatic billing and payment acceptance via this website.

If I haven't used any water then why am I being charged $35.00?
That charge is a minimum usage charge for a 3/4" meter and covers all of your fixed cost. The reason the charge is there is because Chisholm has reserved a certain number of gallons for you to use in your home and even though you are not using the water the water reservation fee and fixed cost are still mounting therefore consumers incur the cost instead of passing the cost to their neighbors. The minimum charge for a 1" meter is $60.00 per month.
